For pets going to a European Union country, you will need an Export Health Certificate, and the pet must be microchipped. Vaccinations need to be up to date and, in addition, your dog will need a rabies vaccination. Norway, Finland, Malta and North Ireland also require tapeworm treatment.
An Animal Health Certificate is required to cross the border of any EU country, even if the destination country is outside the EU.

There are no common regulations for moving pets to non-EU countries. Therefore, you will be required to check with the relevant authorities.
