During the three-month period July, August and September 2025, deals for 146,000 square feet of office space in Liverpool were transacted, the highest three-month total since 2022.
The largest portion of this total was a government deal for 52,000 square feet of offices in the Capitol Building on Old Hall Street, which will be used to expand the UK Visas & Immigration department.
Another large deal was for Trident Gym, which is occupying 20,000 square feet of space at Urban Splash’s Matchbox at Speke. Scottish Power Manweb signed a deal for 5,500 square feet of office space at No. 4 St Paul’s Square,
Though there have been a high number of deals for offices in 2025, there remains a shortage of new office developments. The Pall Mall development is a major office construction project, but its start date has not been confirmed.
There is an ambitious growth plan for the region, but more Grade A office space is required to support the plan.
The principal and managing director for the UK Regions and Liverpool at Avison Young, Stephen Cowperthwaite, welcomes the government’s plans to use more Liverpool office space, but wants office space owners and developers in 2026 to focus on capitalising on the city’s strengths to attract more organisations to Liverpool.
