A report by property company Leaders Romans Group has analysed the common barriers that prevent tenants from moving.
A survey of tenants of rented homes found that 25% of them said they wanted to move in the last year, but only 5% of tenants did move. There were several reasons for this, with 10% of tenants saying that affordability stopped them from moving, while 6% could not find suitable accommodation. Another 9% of those who expressed a desire to move changed their minds.
More rental properties came onto the market in 2025, but available properties are 20% to 30% lower than before the COVID pandemic. This means that those wanting to move have fewer options. This causes many tenants to be stuck in unsuitable homes or move back into the family home.
Buying a home is an alternative to renting, but even with house prices falling in some locations, 33% of tenants say they cannot afford to buy due to high deposit requirements, mortgage repayments and running costs
The Renters’ Rights Act 2025 gave tenants increased rights, but this did not make finding suitable accommodation easier, especially in areas with a shortage of rental homes caused by landlords leaving the rental property market.
